People mistakenly say "Russian" chieftain, but it's not proper, right? It's correct to say the Soviet leader because Russia was no longer Russia until the fall of communism in Europe in 1989-1991 when Russia once again became an self-confident country, correct?

Russia was part of the USSR since its inception in 1922.
Russia became a truly independent country in December 1991, when the USSR ceased to occur. After the declaration of Sovereignty (but not independence!) on June 12, 1991 (if my memory does not fail me) it was still part of the USSR.
