During the Vietnam war, the USA signed agreements with Russia (And by any means China) asking for them to stop supplying arms to the NLF, and in return supplying arms so the communist countries could target on 'social problems'. But why did these policies fail?
Basically because US still wanted to win the war, by lawful means or foul (despite wanting out) but needed to supply weaponry to the south. The detente which outlasted US's involvement in Vietnam was disrupted by USSR's trespass of Afghanistan.
