Well, it depends on how you identify authoritarian. Most likely, you and I define authoritarianism differently, as is normal. Personally, I would answer no. His principals, though more reactionary than the Soviet Union, are fairly moderate. It's not a dictatorship, just a minor oligarchy. (Government ruled by the people with means), and, believe it or not, it is fairly democratic. You might want to do some research and get some alternate views.
P.S. Putin isn't the president of Russia anymore. He stepped down, though he is still the prime preacher.
